Subject: Updated – Compulsory Seafarers insurance requirements
To: All Owners, Managers, Operators and Shipping Agents of all commercial vessels calling
UAE Ports and/or anchoring in UAE waters, Classification Societies and P&I Clubs.
Refer to Circular No (1) 2019 – dated: 07.01.2019, issued by Federal Transport Authority (FTA) – Land
& Maritime - UAE, on the above subject (copy attached to this NtM), wherein they have provided an
updated compulsory seafarer’s insurance requirements to cover all commercial ships regardless of their
size and trade areas.
The FTA circular enter into force on 20/2/2019, and all commercial vessels except wooden vessels
(dhows) are required to be complying with the requirements.
As per FTA circular, agents must ensure before taking over the ship’s agency that ship is complying
seafarers insurance coverage that meets the Maritime Labour Convention (MLC) regulation 2.5 and
4.2, otherwise, the agent shall be held responsible in case of abonnement of crew.
An ‘updated list of service providers approved by FTA for insurance relating to seafarer’s repatriation
and death or long term disability’ has been included in the circular (Annex B).
